Strike authorization vote

A strike authorization vote lets union members give their leaders the authority to call a strike at a hotel, venue or other workplace if contract talks fail.

Also called: strike authorization, strike vote, strike authorization ballot
Who votes
Union members in the bargaining unit, under the union's own rules
Who calls the strike
Elected union leaders, such as a bargaining committee or board
Threshold
Set by each union's constitution or bylaws, not by law
Law (US private sector)
National Labor Relations Act (NLRA)
Starts a strike?
No. It sets no date and stops no work

Key characteristics

Grants authority, not a date A yes vote lets leaders call a strike later. Work continues until they do.

Threshold set by the union Each union decides the share of yes votes it needs; federal law sets none.

Shows bargaining strength A high yes share tells the employer how many members are prepared to walk out.

Can cover many workplaces One vote can cover every site in a bargaining round, such as the 46 Chicago hotels in Unite Here Local 1's 2026 vote.

Does a yes vote mean a strike?

No. A yes vote gives the union's bargaining committee or board the authority to call a strike later, if it decides one is needed. It does not stop work, set a date or guarantee a walkout. Bargaining usually continues after the vote, and the two sides can reach a contract without any strike.A strike starts only when union leaders call it and workers stop work. Until then, the vote mainly shows the employer how many members back a strike if talks fail.

What percentage is needed to authorize a strike?

There is no single legal threshold. Each union sets its own in its constitution or bylaws, so the required share differs from union to union. UAW 4121, for example, requires a two-thirds majority of the members who vote. When a union reports a result, such as the more than 85% yes reported by Unite Here Local 1 in Chicago in 2026, check whether the figure is a share of ballots cast or of all members, since turnout changes what it means.

How long from a strike vote to a walkout?

It depends on the contract and on the law that covers the workers. Hotels, caterers, arenas and most other private-sector event employers in the US fall under the National Labor Relations Act. Under Section 8(d) of the NLRA, a party that wants to end or change a contract must give 60 days' written notice, and the contract stays in force without a strike or lockout for 60 days or until it expires, whichever is later. Health care institutions must get 10 days' written notice before a strike under Section 8(g).Once those limits pass, union leaders choose when to call a strike. Some unions promise members notice; UAW 4121's FAQ says at least 24 hours. In Chicago in 2026, the vote was reported on Sept. 22 and the first walkout began on Oct. 9.Other workers follow other rules. Airline and rail workers are covered by the Railway Labor Act, where federal mediation and a 30-day cooling-off period come before any strike, so a walkout can be months away after the vote. Public-sector workers follow state impasse, mediation and factfinding rules; check your state.

Example: the Unite Here Local 1 Chicago hotel vote in 2026

Unite Here Local 1 represents more than 7,000 workers at 46 hotels in downtown Chicago and near McCormick Place, most of them Hyatt, Marriott and Hilton properties. Members include room attendants, cooks, dishwashers, front desk agents, servers and food service workers. Their contracts expired on Aug. 31, 2026, and in September members voted to authorize a strike, with more than 85% voting yes, the Chicago Sun-Times reported. The vote did not start a strike. Local 1 first called a strike at six hotels on Oct. 9, with thousands more workers able to join. Workers at the Hilton Chicago and the Hyatt Regency Chicago walked out on Oct. 18, bringing the strike to eight hotels. No agreement had been reported as of Oct. 29, 2026. The case shows how one authorization can cover dozens of hotels while the union calls strikes at a few at a time.

What does a strike vote mean for events booked at a venue?

A vote at your venue is an early warning, not a cancellation. Striking hotel workers can include the front-of-house and back-of-house staff an event runs on: banquet servers, bartenders, cooks, dishwashers and front desk agents. Hotels often say they have a contingency plan, as Hyatt did in Chicago in 2026. A plan to keep the hotel open does not say who will staff your dinner, so ask the venue in writing who will work your date and which services it will keep.Review the strike or force majeure clause in your venue contract, confirm your BEO against the venue's staffing plan, and plan for picket lines that guests, speakers or vendors may not want to cross. Staffing agencies asked to send workers into a struck venue face legal and contract questions about replacing strikers and should review them with labor counsel first. Event staff who are not on strike decide for themselves whether to cross a picket line.

Strike authorization vote FAQ

Can a union strike without a strike authorization vote?
The NLRA does not require a strike vote. Any requirement comes from the union's own constitution and bylaws, which also set the share of yes votes needed.
Can workers be fired for going on strike?
Under the NLRA, private-sector employees on a protected strike cannot be fired. Economic strikers can be permanently replaced, while unfair labor practice strikers cannot. Strikes that break a no-strike clause or notice period can lose that protection.
Will my event be cancelled if the venue's workers vote to strike?
Not because of the vote alone. Events ran at struck Chicago hotels in October 2026. Ask the venue for its staffing plan for your date and check the strike and force majeure terms in your contract.
How long can a strike last?
There is no fixed limit; a strike lasts until the sides reach a deal or the union ends it. The last Chicago hotel strike, in 2018, lasted about a month.

Best practices

Ask when the venue's labor contract expires Strike votes come near or after contract expiry. In Chicago, hotel contracts expired Aug. 31, 2026, and the vote followed in September.

Get the staffing plan for your date in writing Ask who will serve, cook and tend bar at your event if workers strike, and what service levels the venue will keep.

Read the strike and force majeure clauses Check whether a strike lets either side cancel, move or change the event, and what notice each side owes.

Plan backup staffing early If outside staff may be needed, confirm with the venue what roles they can fill and what its contract and labor counsel allow.

Common mistakes

Treating the vote as a strike date A yes vote sets no date. A strike can come weeks later or not at all.

Assuming every covered site strikes at once Local 1's 2026 vote covered 46 hotels, but the strike began at six and grew to eight by Oct. 18.

Relying on a brand's contingency statement A company-wide plan covers keeping hotels open, not the staffing of one banquet. Ask about your event.
